GFI Transition Finance Lab – Expert

Role of the Expert Group

The Expert Group is the GFI Lab’s wider network of external expertise. It exists to provide informed challenge, specialist input, sector intelligence and project-level support where relevant. The Expert Group is deliberately broad and flexible: members can contribute at network level, support the development of specific projects, and help strengthen the quality and credibility of the GFI Lab’s outputs. Its role is advisory rather than determinative.

Neither the GFI Lab, the GFI itself nor any related institution will make decisions relating to funding of projects or carry on any regulated activities within the GFI Lab context. The GFI Lab will make no representation in relation to any investment or investment decisions. The work of the GFI Lab may enable decisions to be made by the relevant stakeholders, but such decisions will be outside the GFI Lab’s scope. GFI Lab participants are responsible for conducting their own due diligence and making their own investment decisions.

The GFI Lab and its participants are not intended to exercise any delegated functions of the Green Finance Institute Ltd board of directors. Participants are not intended to serve as agents of Green Finance Institute Ltd and should not hold themselves out as such.

Responsibilities

All participation in the GFI Lab Expert Group is voluntary and pro bono unless otherwise agreed in writing. Expert Group members are expected to contribute in a way that is constructive, well-informed and consistent with the governance standards of the GFI Lab.

In practice, this means the following.

  • Contribute relevant expertise: Members are expected to bring informed sector, technical, commercial or policy insight where it is relevant to the GFI Lab’s priorities or to particular projects.
  • Engage selectively but seriously: Membership of the Expert Group does not require participation in every project, but where a member opts in to support a project, there is an expectation of meaningful engagement and sufficient capacity to contribute.
  • Respond to project opportunities through the agreed process: Project participation is typically by expression of interest and subsequent selection. Being a member of the Expert Group does not automatically mean involvement in a specific project.
  • Observe conflicts and recusal requirements: Members must identify and declare actual, potential or perceived conflicts promptly, and must not influence prioritisation or related decisions where they have an interest.
  • Respect confidentiality and information boundaries: General Expert Group meetings operate under Chatham House Rule, and project-level participation may require a specific confidentiality agreement. Confidential or commercially sensitive information should only be shared where the appropriate safeguards are in place.
  • Comply with conduct and regulatory requirements: Members are expected to comply with the Code of Conduct, competition law requirements, any relevant rules relating to inside information, and any regulatory obligations applicable to them or their organisations.
  • Recognise the limits of the role: Experts contribute advice, challenge and practical input, but they do not make governance decisions for the GFI Lab, approve projects, or rely on GFI Lab discussions as a basis for investment decisions.
  • Support the quality and credibility of the GFI Lab: Members are also expected, where appropriate, to act as informed ambassadors for the GFI Lab’s work and to help raise the quality, rigour and usefulness of its outputs.

The Expert Group is an integral part of the GFI Lab’s operating model: influential in substance, but not formal decision-makers in governance terms. The framework is designed to make good use of expert judgement while keeping decision rights, accountability and compliance obligations clearly defined.

Skills and Experience

Essential

  • Deep professional expertise in financial markets, such as sustainable, infrastructure or structured finance; climate and nature-aligned investment noting that Expert Group members participate in a personal or organisational advisory capacity only and do not provide regulated investment advice through the GFI Lab.
  • Strong understanding of the need for public–private collaboration and comfortable engaging at the interface of government, public finance institutions, and private capital.
  • Proven ability to exercise sound judgement on risk, particularly in early-stage, first-of-a-kind, or market-creation activity.
  • High standards of integrity, independence, and professionalism, with a clear track record of managing conflicts of interest appropriately.
  • Willingness and capacity to commit time to at least four Steering Committee meetings per year and uphold confidentiality and governance requirements.

Desirable

  • Prior experience working with or within public finance institutions (PuFIns), regulators, or central government departments.
  • Sector expertise in areas critical to the UK transition (e.g. energy, industrial decarbonisation, nature, infrastructure, or emerging transition technologies).
  • Familiarity with FOAK/NOAK project development, catalytic capital, or sandbox-style innovation environments.
  • Experience contributing to mission-driven, public-interest, or non-profit organisations operating under light-touch but robust governance frameworks.
